21. If required by all parties interested, in a memorandum in writing signed by them, the Port Warden shall hear, arbitrate upon, and determine any matter in dispute between the master or consignee of any vessel or ship, and any proprietor, shipper or consignee,

21. S’il en est requis par toutes les parties intéressées, dans un mémoire par écrit signé par elles, le gardien de port entendra, arbitrera et décidera toute contestation entre le patron ou le consignataire d’un navire ou vaisseau et tout propriétaire, expéditeur ou consignataire d’une partie de sa cargaison, et à cet effet il aura le pouvoir d’entendre les parties et leurs témoins sous serment, et de faire prêter tel serment, et sa décision dans l’affaire sera sans appel; et il consignera dans les registres de son bureau un mémoire de l’affaire qui lui aura été soumise et sa décision au long.
