One cannot demonstrate compliance with 3Rs at a time the project is submitted – the principles of 3Rs should be built into experimental design and evidence that it has been considered presented.

All this builds on the Community Action Plan on the Protection and Welfare of Animals 2006-2010 , communicated to Council and the Parliament in January 2006. One of the Action Plan's objectives is to "Provide greater coordination of existing resources while identifying future needs; Support future trends in animal welfare research and continue to support the 3Rs principle: Replacement, Reduction and Refinement alternative approaches to animal testing".

Mapping of past and current 3R activities to better inform the planning and prioritisation of subsequent actions; Prioritisation, promotion and implementation of future research based on the application of the 3Rs; Identification, dissemination and implementation of best practice in the use of the 3Rs; Implementation of the 3Rs in regulation and decision making, and Validation and acceptance of alternative test methods based on the 3Rs.

(3r) The participation of national, regional and local authorities at the appropriate level in accordance with the national systems should be taken into account in regard to the implementation of the Programme.
