Points out that women with disabilities are often discriminated against in social, cultural, political and professional life; calls on the Commission and the Member States to make concrete proposals with a view to improving their situation;

Is it not ironic that today we are discussing provisions in a bill which disproportionately affect the lowest income people in society, that disproportionately affect women and that place the greatest burden in a negative way on people with disabilities?

The police are not in a position through restraining orders to deal with this. There is nothing in legislation that gives the courts or the police a way to offer these women and children a way out.

The report then goes on to explain that the aims of the HELIOS programme are to develop economic and social integration and an independent way of life for disabled people through a Community approach based on the most successful pilot projects carried out in the Member States, to establish exchange and information activities, to help prevent discrimination in employment and vocational training, and to support cooperation between non-governmental organizations on a European scale.
