We must therefore create a body for planning operations which, as I have said, incorporates all factors, so that we do not find ourselves in the kind of situations that we have seen in other places in the past, situations in which the civilian aspect is out of sync with the military aspect, or the economic aspect with the social construction aspect.

So a police unit has been established in the new politico-military structures in the Council secretariat to carry out the detailed police action plan, which I referred to earlier, in coordination with the Member States and the Committee for Civilian Aspects of Crisis Management.

Contributions by the EUMS for civilian aspects of crisis management remain under the functional responsibility of DGE IX for all activities (planning, Fact-Finding Missions, etc.) up to and including the development of the CMC and, where appropriate, CSO/PSOs.
