1. If seals are broken in the course of carriage without the carrier so intending, he shall, as soon as possible, request that a certified report be drawn up in the country in which the means of transport is located, by the customs authority if there is one nearby or, if not, by any other competent authority. The authority concerned shall, if possible, affix new seals.

En cas de rupture du scellement au cours du transport par une cause indépendante de la volonté du transporteur, celui-ci doit, dans les plus brefs délais, demander l'établissement d'un procès-verbal de constat dans le pays où se trouve le moyen de transport, au service des douanes si celui-ci se trouve à proximité ou, à défaut, à toute autre autorité habilitée. L'autorité intervenante appose, si possible, de nouveaux scellés.
