2. Calls for the Charter of Fundamental Rights to be incorporated into the Treaty so as to place the document enshrining fundamental rights at the apex of the Community legal order; should the Member States fail to reach agreement in Nice on the incorporation of the Charter, calls on the European Council to incorporate a reference to the Charter in Article 6(2) of the Treaty on European Union; takes the view that any future amendment of the Charter must be carried out by means of a procedure along the lines of the Convention;
2. demande que la Charte soit incorporée dans le Traité afin de consacrer les droits fondamentaux au sommet de l'ordre juridique communautaire; dans l'hypothèse où les États membres ne parviendraient pas, à Nice, à un accord sur une telle incorporation, invite le Conseil européen à faire référence à la Charte au paragraphe 2 de l'article 6 du traité sur l'Union européenne; estime qu'à l’avenir, toute éventuelle modification de la Charte doit suivre une procédure inspirée du modèle de la Convention;
