Protocol, the Joint Committee may be regarded as a ‘specific institutional framework’, since such a committee involves the establishment of an organisational structure which has the discretionary power to take decisions which are binding on the parties to the Agreement, with particular regard to the re-establishment of the Agreement and the settlement of disputes (see Article 4(7) of the Agreement and Article 4
