I can understand why one might decide to retain the status quo, but I have difficulty in dealing with the issue of not discussing it, particularly in relation to NATO's position on Russia and tactical weapons—and tactical weapons in Europe generally—and going back to the no-first-use doctrine that we've already discussed this morning.
