I do think, in this case, there is an argument that if we are really going to tackle the larger question of Senate reform — which ultimately includes representation but also includes the form — ability to be elected I suppose — I cannot see how it could be done without making this a fairly frontal part of a program of the party which comes to power and runs on this making it clear this will be one of the major issues, not the only one, but an important issue that will be brought up and addressed.
Dans ce cas-ci, si nous voulons vraiment nous attaquer à la grande question de la réforme du Sénat — y compris la représentation, mais aussi la forme, c'est-à-dire la possibilité qu'il soit élu — je ne vois pas comment on pourrait y arriver si cette question n'occupe pas une place prépondérante dans le programme du parti qui arrive au pouvoir et qui annonce très clairement que ce sera l'un des enjeux importants, pas le seul, mais un enjeu important auquel il s'attaquera.
