Three main factors have been identified: the definition of income, the definition of expenses and the methodological issue of how the calculations should be carried out.

The Commission therefore considers that the bond issue was carried out under market conditions and the State did not forgo income.

Other issues are Workers' Compensation Board claims, requirements for bankruptcies to pay a part of their income to the bankrupt estate, and international insolvencies.
