First of all, like many of our witnesses, I believe in a progressive approach and in the underlying principle of the legislation, which is to establish a fixed term of office. In the eyes of Canadians, this has the potential to get the ball rolling on reform of the upper house and to breathe new life into the institution.
Tout d'abord, à titre personnel — et comme la plupart de nos témoins l'ont mentionné —, je souscris à une approche progressive et au principe sous-jacent du projet de loi, soit que l'établissement d'un mandat de durée fixe a le potentiel, aux yeux des Canadiennes et des Canadiens, d'entamer positivement la réforme de la Chambre haute et de donner un souffle nouveau à l'institution.
