6. Before the operator commences construction or operation, or in the cases referred to in points (b) and (c) of paragraph 3 and in paragraph 5 of this Article, the competent authority shall within a reasonable period of receipt of the report communicate the conclusions of its examination of the safety report to the operator and, where appropriate, in accordance with Article 19, prohibit the bringing into use, or the continued use, of the establishment concerned.
6. Avant que l'exploitant n'entreprenne la construction ou l'exploitation ou dans les cas visés au paragraphe 3, points b) et c), et au paragraphe 5 du présent article, l'autorité compétente, dans des délais raisonnables après réception du rapport communique à l'exploitant ses conclusions concernant l'examen du rapport de sécurité et, le cas échéant, conformément à l'article 19, interdit la mise en service ou la poursuite de l'exploitation de l'établissement considéré.
