Yet we know that Mexico, in the period in which it was moving toward the achievement of that economic liberalization agenda, remained highly corrupt, treated its indigenous population ruthlessly, often suppressed the rights of workers to free association, and did little to promote a more pluralistic political structure, although I do believe that is now changing in a rather dramatic way with the decline of the total political dominance of one party, the Institutional Revolutionary Party in Mexico.
Nous savons pourtant que le gouvernement mexicain, au moment même où il entreprenait cette libéralisation économique, demeurait extrêmement corrompu, se montrait sans pitié pour sa population indigène, supprimait souvent le droit des travailleurs à la libre association et ne cherchait guère à favoriser la mise en place d'une structure politique plus pluraliste. Je dois dire cependant que le pays semble être en train de changer profondément maintenant qu'il n'est plus dominé uniquement par le Parti révolutionnaire institutionnel du Mexique.
