I would be happy to see the foreign ownership limit raised to 49% for now, and I wouldn't say it would be inappropriate to put on the international negotiation table this whole concept of whether you merely exchange reciprocal routes for national carriers for two countries.

Pour l'instant, j'aimerais qu'on hausse la limite à la participation étrangère à 49 p. 100, et j'estime aussi qu'il serait peut-être bon de renégocier à l'échelle internationale la règle voulant qu'on accorde des itinéraires aux transporteurs nationaux de deux pays sur une base strictement réciproque.
