Selon la Commission, la création de commissariats communs et de centres de coopération policière et douanière dans toutes les régions limitrophes des frontières de l'Union, y compris dans les pays candidats, constitue un bon moyen d'atteindre plusieurs objectifs importants à la fois: diminution des infractions, meilleure visibilité pour le public, instauration d'une confiance mutuelle entre les divers services des États membres concernés, et coopération efficace entre la police, les douanes et les autorités judiciaires, lorsque ces trois instances collaborent au sein de ces centres.
