Mr. Speaker, the fact is that the Government of Canada, first through its first Minister of the Environment, dispatched senior officials to a conference of the parties meeting in Nairobi, Kenya, to openly undermine the Kyoto treaty, this at a time when our country in the international community was actually chairing the entire international negotiation process.
Monsieur le Président, d'abord il se trouve que le gouvernement du Canada actuel, par l'intermédiaire de son premier ministre de l'Environnement, a dépêché des hauts fonctionnaires à une conférence réunissant les parties à l'accord qui s'est tenue à Nairobi, au Kenya, afin de saboter le Protocole de Kyoto, alors même que le Canada présidait le processus de négociation à l'échelle internationale.
