Furthermore, it was argued that in another investigation the Commission has analysed the prices of the direct raw materials used in the manufacturing of the product concerned rather than the price of the primary raw material and, therefore, in the current case, the Commission should have assessed the State interference in prices of direct raw material, i.e. aluminium alloy extrusion, rather than in the primary aluminium which is the primary raw material.
Par ailleurs, il a été affirmé que, dans le cadre d’une autre enquête, la Commission avait analysé le prix des matières premières directes utilisées dans la fabrication du produit concerné plutôt que le prix de la matière première primaire et que, dès lors, en l’espèce, la Commission aurait dû apprécier l’intervention de l’État au regard du prix de la matière première directe, à savoir l’alliage d’aluminium extrudé, et non l’aluminium primaire, qui constitue la matière première primaire.
