Finally, only the United Kingdom and Ireland have made known to the Commission their wish that the requirement be maintained for domestic carnivores to be dewormed before they are introduced into these countries.

The centre of gravity of this proposal is of course the rabies risk linked to movements of cats and dogs, the two major domestic carnivore species involved in the transmission of this fatal disease.

On this essential issue, the proposal is based on the recommendations of the International Zoo Sanitary Code, on reports of the Scientific Veterinary Committee and on the conclusions on panels of international experts consulted on the assessment of the rabies risk linked to movements of domestic carnivores.

The question put to the Commission concerns the public health problem caused by a tape worm (Echinococcus multilocularis) whose adult form is carried by domestic or wild carnivores and whose larval form can lead to serious and sometimes fatal pathologies in humans.

(6) Whereas the risk of transmissible spongiform encephalopathies (TSEs) entering the human food or animal feed chains through the consumption of protein derived from domestic carnivores is considered low; whereas that risk can be further reduced by requiring that domestic carnivores are not fed mammalian meat-and-bone meal originating in the United Kingdom; whereas it is therefore appropriate to provide that food for domestic carnivores which is produced in the United Kingdom but contains no mammalian meat-and-bone meal originating in that country may be dispatched from its territory to other Member States or to third countries;
