TRADUCTIONS EN CONTEXTE
Especially hydraulic fracturing, a process by which fracturing fluid – a mixture consisting typically of water, sand and chemical additives (generally between 0.5% and 2% of the total fracturing fluid)- is injected under high pressure to break the rock, open and enlarge fractures to enable the hydrocarbons to flow into the well, has raised a wide range of environmental concerns.

While recognising that the energy mix is primarily a Member State competence, acknowledges the public concerns about hydraulic fracturing and the consequences this technology might entail for the climate, environment and public health and for the achievement of the EU’s long-term decarbonisation goal; recognises, furthermore, that the limited potential of unconventional fuels to help meet the EU’s future energy demand, coupled with high investment and exploitation costs and the current low global oil prices, means that it is questionable whether hydraulic fracturing can be a viable technology in the European Union; believes that p ...[+++]

Commission Recommendation 2014/70/EU of 22 January 2014 on minimum principles for the exploration and production of hydrocarbons (such as shale gas) using high-volume hydraulic fracturing.

Fracking: minimum principles for the exploration and production of hydrocarbons using high-volume hydraulic fracturing

Fracturation: principes minimaux applicables à l’exploration et à la production d’hydrocarbures par fracturation hydraulique à grands volumes

The process used for this is hydraulic fracturing or fracking.

Le procédé qui permet de le faire est appelé fracturation hydraulique.

18. Recognises that shale gas exploration and extraction may possibly result in complex and cross-cutting interactions with the surrounding environment, in particular owing to the hydraulic fracturing method employed, the composition of the fracturing liquid, the depth and construction of the wells and the area of surface land affected;

18. reconnaît que l'exploration et l'extraction de gaz de schiste peuvent entraîner des interactions complexes et transversales avec le milieu environnant, en raison notamment de la méthode de fracturation hydraulique employée, de la composition du liquide de fracturation, de la profondeur et de la construction des puits, ainsi que de la superficie de terrain susceptible d'être affectée;

H. whereas there is insufficient data on fracturing chemicals and environmental and health risks associated with hydraulic fracturing; whereas important analysis is still ongoing and there is a growing need for further and continuous research; whereas the existence and transparency of data, sampling and tests is of paramount importance to high-quality research in support of proper regulation that will protect public health and the environment;

H. considérant qu’il n’existe pas suffisamment de données au sujet des substances chimiques servant à la fracturation, ni au sujet des risques environnementaux et sanitaires liés à la fracturation hydraulique; considérant qu'une importante analyse est toujours en cours et qu'il existe un besoin croissant d'une recherche continue et plus approfondie; considérant que l’existence et la transparence des données, des échantillonnages et des essais sont capitales pour disposer d’une recherche de qualité sous-tendant une réglementation protégeant la santé publique et l’environnement;

6. Notes the Commission‘s preliminary assessment on the EU environmental legal framework applicable to hydraulic fracturing; urges the Commission to use its powers regarding proper transposition and application of key EU environmental acts in all Member States, and issue without delay guidance on the establishment of baseline water monitoring data necessary for environmental impact assessment of shale gas exploration and extraction, as well as criteria to be used for assessing impacts of hydraulic fracturing on groundwater reservoirs in different geological formations, including potential leakage, and cumulative impacts;
