(12) Detailed arrangements on interinstitutional cooperation in the budgetary procedure and on the budgeting of the expenditure for the Common Foreign and Security policy are laid down in the Interinstitutional Agreement of [.] 2010 between the European Parliament, the Council and the Commission on cooperation in budgetary matters [9].

This is because, pursuant to Article 17 of the Treaty on European Union and Article 295 of the Treaty on the Functioning of the European Union, such cooperation is required. These articles call on us to engage in interinstitutional cooperation and require us to reach an agreement on interinstitutional cooperation in order to jointly develop a strategy for implementation of the Treaty of Lisbon.

4. Takes note of the second report of the secretaries-general of the institutions on trends in heading 5 and on potential savings from interinstitutional cooperation, which concludes, inter alia, that institutions will, given current parameters, be able to finance enlargement expenditure below the ceilings for heading 5 ("Administrative expenditure") of the financial perspective and heading 8 ("Enlargement") of the annexed financial framework EU-21 over the period 2004-2006; endorses, in principle, the Council's decision to reflect the potential savings from interinstitutional cooperation in the draft budget for 2003; points out, howev ...[+++]er, that a more in-depth examination of the scope for interinstitutional cooperation needs to take place; considers that the reports on likely movement in heading 5 are a useful tool for the budgetary authority that provide a multiannual setting for the annual budgetary decisions; requests the secretaries-general of all institutions, therefore, to submit such a report by May of each year;

26. Notes that the budgetary impact of interinstitutional cooperation, as based on the conclusions of the report of the Secretaries-General on the multiannual evolution of heading 5 and potential savings deriving from interinstitutional cooperation, has not been reflected in the 2003 estimates for Parliament; recalls that the second report on interinstitutional cooperation is due to be submitted to the budgetary authority by 30 April 2002; instructs its Secretary-General, therefore, to incorporate the potential savings for Parliament's section in his traditional letter of amendment for first reading in October;

7. Regrets the fact that little progress has been achieved in the area of interinstitutional cooperation in previous years and considers that the measures envisaged in the joint report of the Secretaries General on the evolution of heading 5 and on interinstitutional cooperation lack ambition; requests all the Secretaries-General to continue examining further possibilities for inter-institutional cooperation with a view to creating additional savings and to present a report with their conclusions by 30th April 2002; regrets that the Interinstitutional Recruitment Office will not be established at the beginning of 2002 as originally env ...[+++]isaged; insists that the Interinstitutional Recruitment Office should be fully operational by the end of 2002, so that recruitment procedures with a view to enlargement can be launched;
