TRADUCTIONS EN CONTEXTE
When we combine what is in this agreement with the buy Canada shipbuilding program that the Government of Canada is bringing along, with over $8 billion in shipbuilding, and when we combine that with the replenished structured financing facility for shipbuilding, I think we are on the threshold of a renaissance in the shipbuilding industry in Canada.

With regard to shipbuilding in the People's Republic of China, the Commission's analysis reaches the conclusion that the country's shipbuilding industry generally enjoys a much lower labour cost base than the other shipbuilding countries, but still suffers from organisational problems, limited access to technology and delivery delays.

In the sixth report on the world shipbuilding situation, which it submits every six months to the Council pursuant to Article 12 of Regulation No 1540/98 on aid to shipbuilding, the Commission confirms that there has been a sharp increase in unfair competition by South Korea vis-à-vis the European shipbuilding industry.

A. whereas for a number of years clear evidence has existed to back up the claim that the Republic of Korea is openly distorting international competition in the shipbuilding sector by granting State aid to shipbuilders, thereby breaching WTO rules,

– (DA) The Danish Social Democrats have today voted in favour of the report by Werner Langen on the global shipbuilding industry. We have done so because we believe that it is important that fair competition be established within the global shipbuilding industry, and that the way in which countries such as South Korea subsidise their shipyards is contributing to the destruction of shipbuilding around the world. Unfair competition could help destroy good shipbuilding environments and lead to the loss of know-how and jobs; in the long term it could result in a monopoly situation, which would not be beneficial to world trade.

In 1997, the Canadian Shipbuilders Association, which represents all of the country's shipbuilders, tabled a white paper asking the government to quickly develop a new policy on shipbuilding.

At 5:30 p.m., pursuant to Order made Monday, May 3, 1999, the House resumed consideration of the motion of Mrs. Wayne (Saint John), seconded by Mr. Matthews (Burin St. George's), That this House calls on the government to develop a new national shipbuilding policy to support the revitalization of the Canadian shipbuilding industry by maintaining and advancing the degree of excellence and the technologies for which Canada is historically renowned, given that Canada has the longest coastline of any nation in the world and that historically Canadians are among the finest shipbuilders in the world.

Mr. Gordon Earle (Halifax West, NDP): Mr. Speaker, I would like to commend the hon. member for her remarks on the shipbuilding policy because we too in Atlantic Canada feel there is a strong need for a national shipbuilding policy, something that will enable all workers who are out of work in the maritimes to get busy, be productive in the shipbuilding industry and not have to compete with foreign shipbuilders and compete with the United States which has its workers protected by legislation.
