(21) The Commission has recognised the global and trans-border nature of the global telecommunications market, noting that this market is different from telecommunications services provided merely on a national basis and that a single market for all global telecommunications services (GTSs) is assumed which has to be distinguished from merely national telecommunications services.

Excluded from operating leasing services are leasing of telecommunications lines or capacity (included in Telecommunications services); rental of ships and aircraft with crew (included in Transport services); and rentals incidental to travel (included in Travel).

"public telecommunications services" means telecommunications services the provision of which the Member States have specifically assigned to, in particular to one or more telecommunications entities;

K. whereas there is an obligation on telecommunications service providers to recognise the interests of disabled users in relation to choice, price and quality benefits of telecommunications services and their accessibility, and whereas NRAs should be required to consult disability representatives in their assessment of service delivery,

(a) "telecommunications services" means the transport of electro-magnetic signals - sound, data image and any combinations thereof, excluding broadcasting(8). Therefore, commitments in this sector do not cover the economic activity consisting of content provision which require telecommunications services for its transport. The provision of that content, transported via a telecommunications service, is subject to the specific commitments undertaken by the Parties in other relevant sectors.
