Reaffirms the important role of the EU in fighting discrimination against the Roma, which is often structural and therefore requires a comprehensive approach at EU level, in particular with regard to the development of common policies, whilst acknowledging that the crucial competences for and the primary investment of political will, time and resources in the protection, implementation of policies, promotion and empowerment of Roma fall within the responsibilities of the Member States;
