Scientists have estimated that the massive removal of whales and seals from the Antarctic Ocean has diminished that region's capacity to support plant and animal life, including krill, and lowered its capacity to draw down carbon dioxide from the atmosphere.

I believe an earlier version of this committee travelled to the Western Arctic at the same time the Fisheries Committee visited there, and we issued a report here earlier this year entitled With Respect, Canada's North; it is a fairly summary report because it was put together after the fact in a new Parliament.

That the Standing Committee on Fisheries and Oceans hold a meeting, before the summer adjournment, to address mounting public and scientific concerns over the immediate threat posed by seismic exploratory work, geotechnical drilling and other exploratory work to be conducted within the marine environment to species listed under the Species at Risk Act and other vulnerable species in the Gros-Cacouna region of the St. Lawrence River; that Department of Fisheries and Oceans officials be invited to that meeting to provide the committee ...[+++]with a complete list of the conditions the Department established for this work, along with the scientific basis upon which these conditions are based, and to respond to questions in this regard, and clarify which activities, if any, would have been subject to a federal and environmental assessment under the Canadian Environmental Assessment Act prior to its repeal; and that the committee report its conclusions and its recommendations to the House of Commons.

By unanimous consent, it was ordered, That the Standing Committee on Fisheries and Oceans be authorized to travel to Shelburne County and Halifax, N.S., St. Alban's and Baie d'Espoir, Nfld., Îles-de-la-Madeleine, Que., Charlottetown, P.E.I. , and Moncton, N.B., during the period of May 5 to May 11, 2001, to continue their review of the Oceans Act, and their comprehensive studies on aquaculture, Canadian Coast Guard fleet management and departmental structure in the Gulf Region, and that the said Committee be composed of two Canadian Alliance members, one Bloc Québécois member, one New Democratic Party member, one Progressive Conservative ...[+++] member and five Liberals, and that the necessary staff do accompany the Committee.
