Question No. 452 Mr. Tyrone Benskin: With regard to social and cooperative housing facilities: (a) what steps is the government presently taking, or does it anticipate taking in the next 12 months, to renew or extend the long-term operating agreements upon which social and cooperative housing organizations across Canada depend, given the impending expiry of funding arrangements established under Section 56.1 of the former National Housing Act, Section 95.1 of the Canada Mortgage and Housing Corporation (CMHC) Act, and agreements enter ...[+++]ed into by the federal government and Quebec government pertaining to Article 61 of Quebec’s National Housing Law; (b) will the government immediately commit to the renewal of the Renovation and Retrofit of Social Housing component of Canada’s Economic Action Plan; (c) what is the government’s long-term strategy to ensure the immediate health and survival of social and cooperative housing organizations subject to long-term operating partnerships with the federal government in the event these agreements expire; (d) what impact assessment has the government undertaken to verify the broader impact of expiring long-term operating agreements on the economy, job creation, and the affordability of residential housing for low income Canadians; (e) what steps has the government taken, or will take in the next 12 months, to develop and implement a coordinated strategy with provincial and municipal authorities for the funding of social and cooperative housing; and (f) what is the government’s plan to ensure the future construction and maintenance of social and cooperative housing across Canada?

Urges the KSA authorities to revoke the male guardianship system, and warns that the implementation of the law protecting women against domestic violence, adopted on 26 August 2013, will only be effective if the male guardianship system is removed, since the latter impedes the ability of women to report incidents of domestic or sexual abuse; urges the KSA authorities to also eliminate all restrictions on women’s human rights, freedom of movement, health, education, marriage, employment opportunities, legal personality and representation in judicial processes, and all forms of discrimination against women in family law and in private ...[+++] and public life in order to promote their participation in the economic, social, cultural, civic and political spheres; welcomes the global campaign in support of lifting the ban on women driving; calls on the authorities to stop exerting pressure on those who campaign for the right of women to drive; further reminds the Saudi Government of its commitments under the Convention on the Elimination of All Forms of Discrimination against Women and the Convention on the Rights of the Child and of those which are incumbent upon it under UN General Assembly resolution 53/144 adopting the Declaration on Human Rights Defenders; draws attention to the need to promote awareness-raising campaigns and to also direct these at men, so that they too are aware of women’s rights and of the overall repercussions on society if those rights are not respected; stresses that this information should also reach rural areas and areas that are isolated from the rest of the country;

Deeply deplores the persistent high levels of domestic violence, including so-called honour crimes and the phenomenon of forced marriages; welcomes, in that connection, the initiatives by women's movements which give visibility to these problems and urges the Government to step up its preventive efforts at all levels, in particular by enforcing Law No 4320 on the Protection of the Family and by monitoring its implementation by the police and the judiciary, by obliging municipalities of over 50 000 inhabitants to provide sufficient shelters for women and minors in danger, by effectively monitoring full compliance with this obligation, and by putting in ...[+++]place a system of follow-up assistance for women and minors leaving the shelters, in order to provide them with appropriate psychological support, judicial assistance and health care and to assist their reintegration into society; calls on the Government to establish adequate and effective oversight of municipalities‘ compliance with this obligation; urges the judiciary to ensure that violence against women and minors, as well as those fighting so-called honour crimes, is consistently and properly punished;
