Calls on the Commission, in addition, to submit, by 30 June 2010, a report setting out comprehensively how Community production of arable products as well as security of supply for livestock farming in Europe can be safeguarded in the long term with regard to the different production systems within the EU, multi-functionality and regional aspects (such as mountain, disadvantaged and small island areas); considers that the report should also deal with the question of how far the aims of the CAP, including as they relate to sustainability and social aspects, can be achieved in a more efficient, targeted way by means of decoupled, indirect support, e.g. premiums for exten ...[+++]sive grassland and pasture land, a special milk and meat production payment, premiums for stables which are constructed and furnished in line with common animal welfare and environmental standards, or specific instruments for crisis management; stresses that the report needs to answer the question of whether, or to what extent, in view of the specific needs of regions with intensive animal holdings, coupled animal premiums or solutions along the lines of those suggested in Articles 47 to 50 of Regulation (EC) No 1782/2003 will still be needed after 2013;

In this regard, the Committee on Citizens’ Freedoms and Rights, Justice and Home Affairs unanimously adopted 8 amendments which give a favourable opinion with reservations. In particular, our opinion was influenced by the EMCDDA evaluation report which the Committee had asked independent external consultants to prepare.

Whereas, in order to maintain a balance between prices for tobacco for which the premium is granted, for baled tobacco bought-in by intervention and for tobacco subjected to first processing and market preparation, it would be appropriate to fix the amount on the basis of the criteria referred to in Article 4 (2) of Regulation (EEC) No 727/70 for the calculation of the premium, and in Article 6 (2) of the same Regulation for the calculation of derived intervention prices;

Whereas Article 4 of Regulation (EEC) No 327/71 provides that tobacco which is subjected to first processing and market preparation under invitations to tender provided for by that Regulation is subject to the system of supervision introduced to ensure that tobacco benefiting from the premium is processed ; whereas the system of supervison was introduced by Commission Regulation (EEC) No 1726/70 4 of 25 August 1970 on the procedure for granting the premium for leaf tobacco, as amended by Regulation (EEC) No 2596/70 5 ; whereas, consequently, this system should be made applicable by adapting it to the specific requirements of the operat ...[+++]ions carried out under invitations to tender;

Whereas a system of premiums for the purchase of Community leaf tobacco calls for administrative measures which will ensure that the premium is paid only in accordance with Regulation (EEC) No 727/70 ; whereas, therefore, provision must be made for a system of supervision for leaf tobacco which has undergone first processing and market preparation and is circulating in the Community;

WHEN THE COSTS OF FIRST PROCESSING AND MARKET PREPARATION OF LEAF TOBACCO AS BALED TOBACCO ARE TAKEN INTO ACCOUNT IN DETERMINING THE AMOUNT OF THE PREMIUM , THESE COSTS SHALL CORRESPOND TO THE COSTS OF WELL-MANAGED UNDERTAKINGS ESTABLISHED IN THE COMMUNITY TO CARRY OUT FIRST PROCESSING AND MARKET PREPARATION .
