22. rappelle la nécessité de mettre en place des mécanismes fondés sur le marché dans la procédure d'attribution des créneaux horaires, afin de parvenir à une optimisation de l'utilisation des capacités aéroportuaires limitées; fait cependant remarquer que, conformément au règlement (CEE) n° 95/93, tel que modifié en 2004, la Commission devait soumettre, pour avril 2007 au plus tard, un rapport au Parlement et au Conseil sur le fonctionnement de ce règlement et que l'introduction d'un mécanisme fondé sur le marché ne devrait être envisagé que sur la base de ce rapport;
22. Recalls the need to introduce market-based mechanisms in the slot allocation process with a view to achieving the best possible use of scarce airport capacity; points out, however, that, according to Regulation (EEC) No 95/93 as amended in 2004, the Commission had to submit a report to Parliament and to the Council on the operation of this regulation by April 2007 at the latest, and that the introduction of a market-based mechanism should only be considered on the basis of such a report;
