While some countries’ bilateral funding will decrease as a result of orientations given by the Agenda for Change, the EU is proposing to increase significantly the allocations for the Caribbean regional programmes, under which the main areas of the cooperation will be: regional integration and trade, security and climate change and environment.

The programme has six subprogrammes : - the manufacturing industry subprogramme, which covers both support to make existing firms more competitive and incentives for the setting-up of new factories; - the tourism programme, which is intended to stimulate demand for, and diversify the supply of, tourist amenities through the protection and development of the natural and cultural heritage; - the basic drainage and sanitation infrastructure programma, which aims to enhance exploitation of water resources, to improve sanitary conditions and to harness and develop endogenous resources; - 2 - - the subprogramme for improving communications within the area and w ...[+++]ith other areas, which focuses on links between the main centres in the area and with those outside the area and aims to make a significant contribution to the development of the local transport network and reduce dependence on Lisbon; - the subprogramme for strategically important social infrastructure, which includes the establishment of vocational training schools to prepare young people for working lif and to provide them with skills better suited to the needs and changes expected in the area; - the natural resources, environment and land-reorganization subprogramme, which is designed to ensure efficient exploitation of the natural resources of the area, to reduce pollution levels, to safaguard development of the natural heritage and the countryside and to improve the environment.

Preparation of the Report Europe's Environment 1993 At the European environment ministers' conference at Dobrís Castle in the former Czechoslovakia (21-23 June 1991), the Commission received a mandate to prepare the first report on the state of the environment for the whole of Europe (including EC, EFTA and Central and Eastern European countries). The introduction in these regions of new Community initiatives is also under consideration, in particular those concerned with the very remote regions of the Community (REGIS programme), the environment (ENVIREG) and research and development (STRIDE).

The central aim of the project is integrated regional development of fisheries and agriculture, two of the key sectors in the regional indicative programme for the Caribbean under the fourth Lomé Convention. The programme will run for six years and will concern the countries that are members of Cariforum , namely Antigua and Barbuda, Bahamas, Barbados, Belize, Dominica, Dominican Republic, Grenada, Guyana, Haiti, Jamaica, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and the Grenadines, Suriname and Trinidad and Tobago.
