In respect of overall figures, sets the final level of commitment appropriations at EUR xxx xxx million; sets the overall level of payments at EUR 116 096 million, equivalent to 0,89% of EU GNI; notes that this leaves a significant margin of EUR 7 762 million beneath the payments ceiling of the multi-annual financial framework (MFF) for 2009; underlines the joint commitment of both arms of the budgetary authority to a prompt provision of additional payment appropriations, particularly in the event of structural policies being more quickly implemented during the budgetary year;

3. The Commission shall communicate to the Member State concerned the results of its verification of the information supplied, together with any amendments it proposes, by 31 March following the end of the financial year at the latest.

(a) the budgetary outturn account, which sets out all budget operations for the year in terms of revenue and expenditure; the structure in which it is presented shall be the same as that of the budget itself.

18. Regards it as a principle that transfers during the year and in particular global transfers should remain an instrument for limited adjustments to cope with needs which could not be assessed when the budget was adopted; where this is not the case there must be exceptional circumstances to justify such transfers; calls on the Commission to manage the appropriations in the course of the financial year in such a way as to avoid having to deviate from the initial decision of the budgetary authority by a significant percentage;
