There was an extensive exchange of views in the light of the approval on 19 October by the Supreme Soviet of the USSR of the programme giving basic guidelines for the stabilization of the national economy and the transition to a market economy, and of the presentation which the Commission will make to the European Council, meeting in Rome on 27 October.
