With regards to efforts by the federal government to improve the literacy of Canadians over the last five years: (a) what investments and expenditures were made on literacy and numeracy initiatives; (b) what is the breakdown of these expenditures and investments for each federal department, and specifically for agencies such as the Literacy Secretariat (NLS) at Human Resources Development Canada and Correctional Service Canada; (c) what is the amount of funding which has been directed to each of the provinces and territories; (d) what is the amount of funding which went to each province or territory through Labour Market Training for ...[+++]literacy and education initiatives before the government devolved responsibilities; (e) have any efforts been made to direct such programs for the benefit of the aboriginal peoples of Canada and if so: (i) in what manner; (ii) what amounts have been so dedicated; and (iii) what specific financial programs have been put in place to attain such an objective; and (f) what level of literacy and numeracy is considered necessary to function in today's economy, and similarly, what is the base level needed to obtain and maintain a job?

We believe it can do that by doing three things: first of all, by setting a target for literacy levels among Canadians and achieving that target, and then working to exceed it; secondly, by instating a senior minister in charge of the state of literacy in the country, one who would have the political and policy influence in cabinet, which would begin to address the literacy problem in this country; thirdly, by increasing funding from the federal government for the National Literacy Secretariat—and the initiatives taken on by the national secretariat should be better than successful, they should be encouraged.

The foundation would be similar in nature to those literacy foundations already established through the endowment funding program established by Treasury Board and operating in partnership with the National Literacy Secretariat, building upon the broad focus of the program and its committed partnership of 27 national health organizations, its strong links to the literacy community in Canada, and notably, its experience of hosting the first Canadian conference on literacy and health, “Charting the Course for Literacy and Health in the New Millennium”, in May 2000.

Today, through the National Literacy Secretariat, of course, we provide some funds that are used to partner directly with the provinces to help them increase their literacy program; to partner with national organizations that themselves are focused solely on literacy; and to partner some non-literacy organizations, like the John Howard Society, for example, or those that are participating in prisons or in other areas.
