Three institution-building projects are ongoing: the provision of technical assistance to the Judicial Training Centre, in order to improve the effectiveness of the judiciary and the training of judicial officials; technical assistance support to the Institute of Public Administration, in order to design an overall action plan for preparing a new Civil Service legislation; and technical assistance to the Union of Municipalities (EUR180,000), in order to create a professionally managed and operational association able to strengthen the local government system.

Novgorod Velikii a un gouvernement local autonome et fonctionnel qui ne correspond pas entièrement aux notions théoriques de ce qu'un politicologue de UNBC souhaiterait pour un gouvernement local, mais la démarcation du pouvoir et de l'autorité entre le centre et les municipalités est beaucoup plus claire que ce qui a cours dans la plupart des régions de la Russie.

Novgorod Veliky has a functional local self-government. It does not fully match up with the theoretical notions of what political scientists from UNBC would like to see in local government, but the demarcation of power and authority between the centre and the municipalities is clearer than you would find in most regions throughout Russia.
