Deplores the fact that, owing to a lack of evaluation, it is impossible to assess the effectiveness of targeted measures; recognises, however, the EU’s strong humanitarian concern, which has led to the abandonment of sanctions of general economic scope, as previously done in the case of Iraq, and to the imposition of more targeted, ‘smart’ sanctions, geared to achieving the maximum impact on those whose behaviour it wants to influence while minimising adverse humanitarian effects or consequences for persons not targeted or neighbouring countries;
