(2) Afin de faciliter la gestion des fonds communautaires, d'aider l'accélération des investissements à tous les niveaux d’administration – depuis les autorités nationales jusqu’aux autorités locales –, de renforcer l'impact des financements sur l'économie et de stimuler la création d’emplois durables qui garantissent une participation à la société et aux activités de ses acteurs, notamment des PME, développant ainsi l’emploi, il est également nécessaire de simplifier davantage les règles de gestion du Fonds européen de développement régional, du Fonds social européen et du Fonds de cohésion au niveau de l'Union et au niveau national.
(2) In order to facilitate the management of Union funding, to help accelerate the investment at all levels of government – from national to local – and to boost the impact of the funding on the economy and the creation of sustainable jobs ensuring participation in society, and its actors, in particular SMEs, thereby boosting employment, it is also necessary to further simplify the rules governing the European Regional Development Fund, the European Social Fund and the Cohesion Fund, at Union and national level.
