L'article 23 des «General Regulations for Tenders and the Award of Service Contracts financed from PHARE/TACIS Funds» («Réglementation générale relative aux appels d'offres et à l'attribution des marchés de services financés par des fonds PHARE/TACIS», ci-après «réglementation générale»), dans sa version applicable à l'époque des faits de la présente affaire, prévoit la possibilité d'annulation de la procédure d'appel d'offres par le pouvoi adjudicateur dans certains cas.
Article 23 of the General Regulations for Tenders and the Award of Service Contracts financed from PHARE/TACIS Funds, in the version thereof applicable at the material time in the present case, provides that the tender procedure may be annulled by the contracting authority in certain circumstances.
