In view of the specific characteristics of call termination markets and the associated competitive and distributional concerns, the European Commission and the Authority have for a long time recognised that setting a common approach based on an efficient cost standard and the application of symmetrical termination rates would promote efficiency, sustainable competition and maximise consumer benefits in terms of price and service offerings.
