1. Au début du processus de programmation, la Commission détermine, en fonction des besoins et des critères de performance définis aux articles 3, 9 et 12 de l'annexe IV de l'accord de partenariat ACP-CE, les fonds indicatifs pluriannuels attribués à chaque pays et région ACP et à l'enveloppe intra-ACP, sur lesquels se fonde le processus de programmation, dans les limites prévues à l'article 2 de l'accord interne.
1. At the beginning of the programming processes the Commission shall, on the basis of the needs and performance criteria identified in Articles 3, 9 and 12 of Annex IV to the ACP-EC Partnership Agreement, determine the multiannual indicative fund allocation for each ACP country and region and for the intra-ACP envelope on which the programming process is based, within the limits set out in Article 2 of the Internal Agreement.
