Takes note of the Commission Communication on an Investment Plan for Europe (COM(2014)0903) which involves existing funds and seeks to leverage private capital at a ratio of 1:15; notes the aim to revitalise the EU economy through the mobilisation of EUR 315 billion over the next three years under the new European Fund for Strategic Investments; draws attention to the fact that implementation of the Investment Plan will require the EIB to take on additional human resources in order to fulfil its mandate;

Welcomes the EIB Governors' decision concerning the EUR 10 billion capital increase for the Bank, which should allow it to increase lending by up to EUR 60 billion over the period 2013-2015 and leverage some EUR 180 billion of total investments; notes, however, that these investments, even if leveraged as above, would amount annually to 0,5 % of EU GDP; believes, therefore that a further increase in this capital would be greatly beneficial to the Union in the context of its need for economic growth;

Considers that the EU and the Member States should take action notably to enhance the use of the Structural Funds and the Cohesion Fund as a catalyst for attracting additional funding from the EIB, EBRD, other international financial institutions and the private sector, while encouraging initiatives based on public-private partnerships (PPP), such as EU Project Bonds; notes that SMEs can particularly benefit from investments that strengthen capacities, infrastructure and human capital; recognises the potential of extending the scope of innovative financial instruments so that they are used to greater effect as access to finance to ...[+++]complement traditional financing methods; stresses that the revolving nature of financial instruments and a flexible approach to integrating such instruments at regional level could achieve a multiplying effect of the EU budget, foster public-private partnerships, open up alternative sources of finance and provide an important new financing stream for strategic investments, supporting long-term, sustainable investments at a time of fiscal constraint;

boost investment across Member States in new and best performing technologies in the fields of energy efficiency, renewable energy sources and energy diversification, including in transport, by bridging the gap between the successful demonstration of innovative technologies and their effective, broad market uptake in order to attain leverage of public and private sector investment, promote key strategic technologies, bring down costs, increase market experience and contribute to reducing the financial risks and other perceived risks and barriers that hinder this type of investment.

They may provide, in specific cases, an optimal mix of public/private co-operation and, due to their multiplier effects, may avoid the risk of the private sector being crowded out.
