What I want to argue is that, while there may have been some benefits, for instance, for some African consumers from lower tariffs on food imports being able to buy subsidized European food and there might also have been benefits to exporters of reforming ineffective and costly state marketing boards, it is now recognized that some protection of domestic production in agriculture in Africa is important, while the state also has a critical role to play to support agricultural production.
