It was unacceptable that the refusal to agree to cabotage, which had none the less been enshrined in the Treaty of Rome since 1967, meant that 30% of lorries in international transport continued to travel unladen, that the use of rail infrastructure still came under a monopoly, that air traffic control was considered a strictly national matter and that plenty of other examples could be given of similar economic aberrations.
