In the social affairs field, apart from the various specific action programmes, notably in the field of public health, and the European Social Fund, EU legislation covers health and safety at work, labour law and working conditions, equal opportunities for men and women, the coordination of social security schemes for migrant workers, and tobacco products.

Framework Directive 89/391 foresees that each employer shall designate one or more workers to carry out activities related to the protection and prevention of occupational risks for the undertaking and/or establishment and that, if such protective and preventive measures cannot be organised for lack of competent personnel, the employer shall enlist competent external services or persons.

(3) The European Economic and Social Committee has also appealed for equal treatment of Community nationals and third-country nationals in the social field, notably in its opinion of 26 September 1991 on the status of migrant workers from third countries(4).

Contact between the members of the governmental interest Group is maintained through a member of the Committee representing the Government whose country holds the Council Presidency. The employers' representatives on the Committee keep in touch through the Union of Industrial and Employers' Confederations of Europe (UNICE) and the workers' representatives through the trade-union organisation at Community level, the European Trade Union Confederation (ETUC).
