Points out that accessibility plays a key role where the development of the ORs is concerned, frequently requiring a complex internal and external network of sea and air transport services and creating difficulties as regards mobility and accessibility, bearing in mind that the ORs have no alternative to air or sea transport and also have to cope with increased transport costs, a fact which in itself entails adverse economic and social effects;

Calls on the Council to engage in enhanced cooperation in the field of armament, notably by empowering the European Defence Agency to play its full role in promoting coordination, overseeing commitments, prioritising investment in technologies (including strategic enablers such as air-to-air refuelling, satellite communication, strategic airlift, remotely piloted air systems, cyber defence and the Single European Sky), agreeing on the greater use of coalitions of the willing / core groups, and finding a workable solution for the use of Battlegroups;

2. Emphasises the need for optimal coordination between an EU disaster response and other EU instruments - particularly Common Security and Defence Policy (CSDP) civil or military missions and instruments (i.e. Battlegroups) – which are already on the ground or which could be set up in the aftermath of a disaster; also underlines that EU response could rely as well on available multinational forces, such as the European Air Transport Command in Eindhoven which could for example play a role in coordinating Member States’ strategic transport capabilities;
