« (2) Est qualifié transport international, au sens de la présente Convention, tout transport dans lequel, d’après les stipulations des parties, le point de départ et le point de destination, qu’il y ait ou non interruption de transport ou transbordement, sont situés soit sur le territoire de deux Hautes Parties Contractantes, soit sur le territoire d’une seule Haute Partie Contractante si une escale est prévue sur le territoire d’un autre État, même si cet État n’est pas une Haute Partie Contractante.

“(2) For the purposes of this Convention, the expression international carriage means any carriage in which, according to the agreement between the parties, the place of departure and the place of destination, whether or not there be a break in the carriage or a transhipment, are situated either within the territories of two High Contracting Parties or within the territory of a single High Contracting Party if there is an agreed stopping place within the territory of another State, even if that State is not a High Contracting Party.

L’une ou l’autre des Hautes parties contractantes peut adopter des règles et règlements déterminant l’usage de ces canaux dans les limites de son propre territoire, et peut imposer des péages pour l’usage de ces canaux, mais toutes ces règles et ces règlements et péages s’appliqueront également à tous les sujets ou citoyens des Hautes parties contractantes et à tous navires, bateaux et vaisseaux des deux Hautes parties contractantes qui seront sur un pied d’égalité quant à l’usage de ces canaux.

Either of the High Contracting Parties may adopt rules and regulations governing the use of such canals within its own territory and may charge tolls for the use thereof, but all such rules and regulations and all tolls charged shall apply alike to the subjects or citizens of the High Contracting Parties and the ships, vessels, and boats of both of the High Contracting Parties, and they shall be placed on terms of equality in the use thereof.

2. 2 (a) The High Contracting Parties may at the time of signing, ratifying or acceding to the Protocol, or at any other subsequent time, declare that they recognize ipso facto and without special agreement, in relation to any other High Contracting Party accepting the same obligation, the competence of the Commission to enquire into allegations by such other Party, as authorized by this Article.
