2. For the purposes of this Regulation, the Belgo-Luxembourg Economic Union shall be considered a single Member State.

I believe we should understand what is happening over the current few weeks, during which the Council, with the support of the Commission by means of the excellent cooperation with the Luxembourg Presidency, is trying to reach an agreement in order to improve the way we apply our budgetary discipline mechanisms in practice and in order to ensure that the objectives pursued by the Treaty, where it defines budgetary stability as one of the conditions of the Economic and Monetary Union, become a more positive and obvious reality than they are at the moment.

As for the Stability and Growth Pact, we welcome the fact that one of the Luxembourg Presidency’s priorities is to ensure that multilateral budgetary monitoring will make a greater contribution to a strong, healthy and successful economic and monetary Union.

The Luxembourg Presidency has done its best to mitigate the impact of external events, despite the bleak economic situation in many of the largest Member States and the difficult employment conditions, and despite a Council of 25 operating in accordance with the rules of the Treaty of Nice and a Commission that is still not fully able to instil Community life into the work of the Union.

5. Underlines the fact that there is no exception to the rules and procedures of the Stability and Growth Pact but calls on all EU institutions to accept their responsibility in the implementation and control of, and compliance with, the Stability and Growth Pact; calls for all Member States, large or small, to receive equal treatment; considers that, to achieve that, the Commission's role, particularly in launching the excessive deficit procedure, should be enhanced; calls on all Member States to successfully conclude the examination of the Stability and Growth Pact during the Luxembourg Presidency by seeking strong, fair and workable solutions on each chapter heading, as defined by the ECOFIN Council on 13 September 2004, while strengt ...[+++]hening the preventive aspect, paying greater heed to differences in economic situations and improving the implementation of the excessive deficit procedure (the corrective part of the Pact) and economic governance;
