En somme, ce premier cas d’analyse permet d’indiquer deux grandes difficultés qui freinent l’implantation d’une véritable politique publique fondée sur le libéralisme juridique en matière de drogues: d’une part, l’idéal moral d’abstinence qui imprègne encore notre culture, y inclus en matière de drogues légales, d’autre part, l’intérêt pour l’État de traduire cet idéal moral en normes juridiques punir un individu immoral, source de tous les maux , évitant ainsi les questionnements sur ses obligations en matière de sécurité des citoyens.

In short, this first case study reveals two major difficulties hampering the implementation of a true public drug policy based on legal liberalism: first, the moral ideal of abstinence that still impregnates our culture, even when it comes to legal drugs, and second, the government’s interest in translating this moral ideal into legal standards – punishing an immoral individual, the root of all evil - and avoiding examination of its obligation to protect its citizens.
