The European Committee for Standardisation (CEN), the European Committee for Electrotechnical Standardisation (Cenelec) and European Telecommunications Standards Institute (ETSI), hereafter referred as the ESOs (European standardisation organisations), are requested to draft new European standards and European standardisation deliverables in support of the implementation of Article 8 of Directive 2010/40/EU for multimodal information, traffic management and urban logistics in the urban ITS domain.

advise the Commission on possible standardisation mandates concerning ICT for European standardisation bodies and activities which may be carried out by other bodies in cooperation with European standardisation bodies;

Endorses the Commission’s intention to integrate into the legal framework of European standardisation the principles of the World Trade Organization’s agreement on technical barriers to trade (transparency, openness, impartiality, consensus, effectiveness, relevance and coherence) in order to reinforce their application within the European standardisation system; holds the view that the integration of those principles should not increase the number of recognised European standardisation organisations (ESOs) beyond the t ...[+++]hree existing ones, namely CEN, CENELEC and ETSI;

Welcomes efforts by the European standards organisations (ESOs) and NSBs to include all stakeholders and ensure balanced representation; encourages these organisations to make full use of information and communication technologies (ICT) to strengthen stakeholder participation through web-based meetings and online discussion; considers that thought should be given to setting an upper limit for participation by particular types of stakeholders on technical committees and working parties, so that, for example, SMEs are given fair representation; stresses the need to contin ...[+++]ually improve cooperation between standardisation bodies, the RD sector and academia from the early phases of standards development;
