6. est d'avis que, puisque le droit de pétitionner est un droit fondamental des citoyens européens, la Commission devrait être tenue - et c'est là un minimum - de fournir des motifs suffisants de ne pas suivre une recommandation du Parlement européen; se réjouit de la collaboration qui a été possible jusqu’à présent avec la Commission en ce qui concerne l’examen des pétitions; constate toutefois que les procédures d’infraction sont, pour la plupart, engagées à la suite de plaintes introduites auprès de la Commission et non sur la base de pétitions soumises à la commission des pétitions;
6. Considers that the status of the right to petition as a fundamental right of European citizens would, as a minimum, require the Commission to give sufficient reasons for not following a recommendation by the European Parliament; expresses its satisfaction with the cooperation that has been achieved so far with the Commission as regards the examination of petitions, observes however that infringement proceedings are mostly brought on the basis of complaints lodged with the Commission and not on the basis of petitions submitted to the Petitions Committee;
