À cet égard, lorsqu’une institution décide d’organiser un concours interne conformément au statut, un tel concours, dont l’une des finalités est de titulariser les agents temporaires de cette institution, n’est, par nature, destiné qu’aux seuls fonctionnaires et agents temporaires se trouvant au service de ladite institution, à quelque titre que ce soit.

In that regard, where an institution decides to organise an internal competition in accordance with the Staff Regulations, that competition, one of the purposes of which is to appoint temporary staff of the institution as established officials, is inherently intended only for officials and temporary staff members in the service of the institution, in whatever capacity.
