By the " executive branch," I mean the government itself and certain of its agencies — Crown corporations like the EDC; the Minister responsible for the International Joint Commission on boundary waters — and we will talk about that in a few days — police forces like the RCMP; information and communications agencies; and officials of specialized agencies such as Customs and Revenue; and of certain departments like Immigration, Transport, Justice and Environment.
