Clinical course

The Queen of Canada, as our head of state, with her deep sense of civic duty, has overseen the final stages of the maturing of our nation, providing guidance and stability in our growth and development as a significant player on the world stage, which culminated with the proclamation of Canada's repatriated Constitution.

This year is also the year of the Diamond Jubilee of Her Majesty Queen Elizabeth II. The 60th anniversary of the accession of Her Majesty to the throne reminds us of the central role that the Crown plays, and has played, in the evolution of our nation.

However, I sincerely believe that this system of Parliament under the Crown, under the Queen, is, as far as I am concerned, the apex of the world's developments in constitutionalism.
